특검 조사를 받았던 정희철 양평군 단월면장이 '강압수사'를 원망하는 유서를 남기고 극단선택을 한 사실이 알려지자, 민중기특검은 곧바로 "조사 과정에서 점심과 저녁 식사, 3회의 휴식 시간을 충분히 보장했고 조사를 마친 뒤에는 건물 밖까지 배웅했다"는 내용의 입장문을 발표했다.

특검의 입장문은 이렇게 정희철 면장을 잘 대접해 조사했는데 그가 극단선택한 것은 순전히 그의 문제라는 식으로 읽힌다.

특검팀은 입장문에서 "A씨는 지난 2일 오전 10시 10분부터 조사를 시작해 다음날 오전 0시 52분께 조서 열람을 마치고 귀가했다"고 운을 뗀 뒤,  조사 과정에서 점심· 저녁 식사, 3회 휴식 등 정 면장을 얼마나 배려(?)했는지 구구절절 나열했다.  

또 "조사를 마친 뒤 담당 경찰관이 A씨를 건물 밖까지 배웅했고, 외부 CCTV 영상에서도 귀가 장면이 확인됐다"며 "이를 통해 강압적 조사가 진행됐다고 볼 만한 정황은 없었다"고 주장했다. 

이어 "A씨 조사 이전에 이미 다른 공무원을 통해 같은 내용의 진술을 확보한 상태였다"며 "A씨 조사는 이를 확인하는 절차에 불과했기 때문에 새로운 진술을 강요할 필요가 없었다"고도 했다.

그러면서 정 면장에 대해서는 압수수색 등 강제수사를 하지 않았고, 다른 공무원들이 같은 사안으로 2회 이상 조사받은 것과 달리 정 면장은 한 차례만 조사를 받았다고 덧붙였다. 입장문을 보면 마치 선심을 베푼 듯했다.

특검팀의 주장대로 "확인하는 절차에 불과했기에 새로운 진술을 강요할 필요가 없었다"는데, 왜 정 면장을 아침 10시10분부터 그 다음날 0시 52분까지 붙잡아뒀을까. 밤샘조사는 전혀 문제가 안 되는가. 그러면서 왜 계속 같은 질문을 하고 자신들의 원하는 답을 들을 때까지 소위 강요와 회유를 했을까.  

정희철 면장은 유서에서 "모른다고 기억이 안 난다고 사실대로 말해도 계속 다그친다. 사실을 말해도 거짓이라고 한다"며  "그런 일이 없다고 했는데 군수가 시켰느니 등...X수사관의 강압에 전혀 기억도 없는 진술을 했다"고 남겨놓았다. 

이어 "(수사관이) 진술서 내용도 임의로 작성해서 답을 강요하였다"며 "이렇게 치욕을 당하고 직장생활도 삶도 귀찮다"고 했다.

또 "너무 힘들고 지친다. 세상이 싫다. 사람도 싫다. 수모와 멸시 진짜 싫다"며 "집에 와서 보니 참 한심스럽다. 잠도 안 오고"라고 했다. 

특검 조사 과정에서 무슨 일이 벌어졌는지 얼마나 대접(?)을 잘 받았으면 '치욕' '수모' '멸시' 라는 단어가 나오고 잠을 못 이뤘을까. 

더 가관은 특검이 정 면장의 자필 유서에 대해 "현재 유포되고 있는 서면"이라고 언급했다는 점이다. 그러면서 "A씨가 사망한 장소에서 발견된 '실제 유서'는 아닌 것으로 알고 있다"고 했다. 특검팀의 이런 입장문 발표가 있자, 언론에서는 이를 '자필 유서'가 아닌 '메모'라고 보도하기 시작했다.

'유서(遺書)'란 뭔가. 죽음에 임박한 사람이 마지막으로 자신의 뜻이나 심경을  남겨놓은 기록이다. 사망 장소에 놓여있었든 자신의 변호사에게 넘겨준 것이든 정 면장이 죽음을 결심하고 자필로 남긴 것인데, 이를 '유서'가 아니고 굳이 '서면'이라고 용어 수정을 하는 특검팀의 의도가 너무 빤히 드러나보인다.

그래서 그 내용이 신빙성이 없고 소위 '증언'으로서 가치가 없다고 말하고 싶은 것이다. 그까짓 종이 쪼가리에 적어놓은 게 뭐 대수냐, 자신들은 결코 정 면장의 죽음과 무관하다고 강조하려는 것이다.

정 면장의 유서를 보면 지난 2일 김건희 여사 일가의 양평 땅 의혹과 관련해 민중기 특검에서 조사를 받고 돌아온 바로 다음날인 3일 극단선택을 한 것으로 보인다. 아마 조사받던 장면을 떠올리며 치욕과 분노에 몸을 떨었을 게 틀림없다. 

추석 연휴가 끝난 10일 정 면장이 출근을 않은 데다 연락이 닿지 않자, 양평읍 자택을 찾아간 직원들이 숨져있는 정 면장을 뒤늦게 발견했다고 한다. 

정 면장을 죽음으로 몰고 간 특검의 조사 대상은 양평군 공흥리에 350세대 규모 아파트를 조성하는 과정(2011년~2016년)에서 김 여사 일가의 가족기업이 개발부담금 면제 등 특혜를 받았을 거라는 의혹이다.

그런데 그 시기는 윤석열 정권 시절이 아닌 박근혜 정권 시절에 해당된다. 다시 말해 '대통령 부인' 김건희의 권력형 비리나 영향력 행사와는 전혀 무관한 사안이다. 또 이 건은 그전에 경기남부경찰청에서 이미 무혐의 처리된 것이었다. 

그럼에도 민중기 특검은 김건희 관련 모든 의혹을 샅샅이 파헤치겠다며 다시 끄집어내 이런 '곁가지 조사'를 벌이고 있었던 것이다.  이 때문에 정 면장이 특검에 불러가게 된 것이다. 당시 정 면장은 양평군 주민지원과 지가관리팀장으로 재직하며 개발부담금 관련 행정을 맡고 있었다.

정 면장은 33년간 양평군 공무원으로 근무했으며 작년 7월 단월면장(5급 사무관)에 부임했다.

한편, 고인의 변호인이었던 박경호 변호사는 10일 페이스북에 "드디어 정치보복 특검이 사람을 죽였다"라며 "민중기 특검은 고인을 소환하여 수사하는 과정에서 강압수사, 회유, 압박, 유도신문, 반복신문, 심야조사로 모멸감을 주고 허위진술을 유도하여 이를 바탕으로 조서를 작성했다"고 주장했다.

박 변호사는 "특검은 (양평군) 공흥지구 개발과 관련된 사건은 이미 경기남부경찰청에서 무혐의 처리된 것을 다시 끄집어 내서 무리하게 관련자들을 소환하고 압수수색하면서 수사를 하고 있다"고 주장했다.

이어 "고인이 사실이 아니라고 몇 번 부인해도 계속해서 자백 진술을 강요하고 허위로 거짓말하도록 유도했고, 아무런 힘없는 고인은 수사관이 강요하는대로 치욕스런 상태에서 조서에 지장을 찍었다고 한다"고 말했다.

그러면서 "이에 자책감과 자괴감 모멸감으로 제 의뢰인은 극단적인 선택을 했다"며 "민중기 특검팀이 사람을 죽인 것"이라고 덧붙였다.

박 변호사는 "더 이상 선량한 국민들이 억울하게 죽어나가지 않도록, 무소불위의 특검에게 가혹행위 당하지 않도록 하기 위해, 민중기 특별검사와 담당 수사관들을 직권남용, 가혹행위, 허위공문서 작성죄 등으로 고소하여 엄중한 법의 심판을 받게하겠다"고 했다.

“Even when I said I didn’t know or couldn’t remember, they kept pressing me. I told the truth, but they said it was a lie. They forced me to make statements about things I don’t even remember.”

He added:

“The investigator wrote the statement however they wanted and forced me to agree. After this humiliation, I don’t want to work or live anymore. I’m so tired. I hate this world, I hate people. I despise the humiliation and contempt.”

The fact that words like “humiliation,” “disgrace,” and “contempt” appeared in his note suggests that whatever “good treatment” he received during questioning left deep emotional wounds.

What shocked many further was the special counsel’s attempt to minimize the significance of his suicide note. They described it as “a document currently in circulation” and claimed it was “not the actual letter found at the scene.” This framing quickly influenced media coverage — reports began referring to it as a “memo” rather than a “suicide note.”

But asuicide noteis precisely that: a written message left by someone who has decided to end their life. Whether it was left at the scene or given to a lawyer beforehand, Jeong’s handwritten note reflects his last will. By downgrading it to a mere “document,” the special counsel’s intention is obvious — to undermine its credibility and distance themselves from his death.

Jeong appears to have died on September 3, one day after being questioned in connection with the alleged preferential treatment involving land in Yangpyeong owned by the family of Kim Keon-hee, the First Lady. On September 10, after the Chuseok holiday, co-workers found his body at home when he didn’t show up for work.

The investigation focused on whether Kim’s family business received unfair development fee exemptions during the construction of an apartment complex in Gongheung-ri, Yangpyeong (2011–2016). But this period falls under the Park Geun-hye administration, not the current one — making it unrelated to presidential influence by Kim Keon-hee. The case had already been closed with no charges by the Gyeonggi Nambu Provincial Police.

Nonetheless, Min’s special counsel reopened the case, pledging to “thoroughly investigate all allegations involving Kim Keon-hee,” which led to Jeong’s interrogation. At the time, he was head of the Land Price Management Team in Yangpyeong’s Resident Support Division.

Jeong had worked as a public official in Yangpyeong for 30 years and was promoted to township chief in July last year.
